कोरोनाच्या पार्श्वभूमीवर राज्यात मोठ्या प्रमाणात आरोग्य सुविधांची निर्मिती- मुख्यमंत्री
*हिंजवडी येथील कोविड आरोग्य केंद्राचा ऑनलाईन शुभारंभ*
पुणे दि 11 : कोरोना लढाईला तीन महिने होत आहेत, याकाळात राज्यात मोठ्या प्रमाणावर आरोग्य सुविधांची निर्मिती होत आहे असे मुख्यमंत्री उद्धव ठाकरे यांनी सांगितले.
पुणे जिल्हा परिषद, जिल्हा आरोग्य सोसायटी, राष्ट्रीय आरोग्य अभियान व विप्रो कंपनी यांच्या संयुक्त विद्यमाने उभारण्यात आलेल्या समर्पित कोविड आरोग्य केंद्राचा ऑनलाईन पद्धतीने हस्तांतरण सोहळा मुख्यमंत्री उद्धव ठाकरे यांच्या हस्ते पार पडला त्यावेळी ते बोलत होते.
उपमुख्‍यमंत्री तथा पुणे जिल्‍ह्याचे पालकमंत्री अजित पवार यांनी देखील लोकार्पण सोहळ्यास शुभेच्‍छा दिल्‍या. यावेळी सार्वजनिक आरोग्य व कुटुंब कल्याण मंत्री राजेश टोपे, खासदार सुप्रिया सुळे, विप्रो लिमिटेडचे अध्यक्ष रिशाद प्रेमजी हे ऑनलाइन तर पुण्यातील राजीव गांधी इन्फोटेक पार्क येथील आरोग्य केंद्रातून जिल्हा परिषदेच्या अध्यक्षा निर्मला पानसरे, विभागीय आयुक्त डॉ दिपक म्हैसेकर, पीएमआरडीएचे महानगर आयुक्त विक्रम कुमार, जिल्हाधिकारी नवलकिशोर राम, जिल्हा परिषदेचे मुख्य कार्यकारी अधिकारी आयुष प्रसाद, अतिरिक्त मुख्य कार्यकारी अधिकारी भारत शेंडगे, जिल्हा शल्य चिकित्सक डॉ.अशोक नांदापुरकर, जिल्हा आरोग्य अधिकारी डॉ.भगवान पवार, विप्रोचे उपाध्यक्ष हरिप्रसाद हेगडे, माजी खासदार शिवाजीराव आढळराव पाटील, जिल्हा परिषदेचे उपाध्यक्ष रणजीत शिवतारे, जिल्हा परिषदेचे सभापती प्रमोद काकडे आदी उपस्थित होते.
यावेळी मुख्यमंत्री ठाकरे म्हणाले, कोरोनाचा पहिला रुग्ण सापडल्यापासून ते आजची परिस्थिती यामध्ये आपण सुधारणा करीत फार पुढे गेलो आहे. राज्यात प्रारंभी दोनच चाचणी केंद्र होते. आज 80 हून अधिक चाचणी केंद्रे उभारण्यात आली आहेत. लवकरच ही संख्या 100 च्या पुढे जाईल. कोरोना विषाणू हा संपूर्ण जगासाठी नवीन आहे. कोरोनाच्या विरुध्द लढाई लढत असतांना वेळेवर सुविधा निर्माण कराव्या लागल्या असून त्यात आपल्याला यश येत आहे, ही सकारात्मक बाब आहे. सुरुवातीला आपल्याकडे 350 आयसोलेशन बेड होते. आजच्या घडीला आयसीयू, आयसोलेशन, ऑक्सीजनयुक्त पुरेशा प्रमाणात सर्व बेड उपलब्ध आहेत.
विप्रो हॉस्पिटलच्या बाबतीत बोलतांना मुख्यमंत्री म्हणाले, विप्रो कंपनी दर्ज्‍याशी तडजोड करत नसल्याची त्‍यांची खासियत आहे. यानुसारच विप्रोच्यावतीने अतिशय दर्जेदार व सुसज्ज रुग्णालय उभारणी करण्यात आली आहे. याबद्दल विप्रोच्या सर्व टीमचे त्यांनी अभिनंदन केले.
कोरोना विषाणू गुणाकाराने वाढतो, त्यामुळे आपणा सर्वांना स्वयंशिस्त पाळण्याची गरज असल्याचे प्रतिपादन त्यांनी केले. संपूर्ण जगात लॉकडाऊनशिवाय पर्याय नाही. कोरोना सोबत जगतांना नागरिकांना स्वयंशिस्त पाळावी लागेल. कोरोनाबाधित रुग्णांवर उपचार करण्यासाठी सर्व सुविधायुक्त असलेले रुग्णालय उभारणी विप्रोने केली असून त्याचा निश्चितच भविष्यात कोरोनाबाधित रुग्ण बरे करण्यासाठी उपयोग होईल, असा विश्वास मुख्यमंत्र्यांनी व्यक्त केला.
सार्वजनिक आरोग्य व कुटुंब कल्याण मंत्री राजेश टोपे म्हणाले, विप्रोच्या सहकार्याने अतिशय सुसज्ज हॉस्पिटल तयार झाले आहे. पुणे जिल्ह्याच्या ग्रामीण भागातील नागरिकांसाठी या रुग्णालयाचा निश्चितच उपयोग होईल. शासनाच्यावतीने या रुग्णालयासाठी 1 कोटी 32 लाख रुपयाचा निधी देण्यात येत आहे. अनलॉक परिस्थितीत रुग्णसंख्या वाढत असली तरी निर्माण केलेल्या सुविधांचा लाभ रुग्णांच्या उपचारासाठी होईल. आजच्या मितीला ग्रामीण भागात जरी कोवीड रुग्णांचे प्रमाण कमी असले तरी भविष्याच्या दृष्टीने खबरदारी म्हणून या रुग्णालयात व्यवस्था निर्माण केल्या आहेत, असे ते म्हणाले.
विप्रोचे अध्यक्ष रिशाद प्रेमजी म्हणाले, माणुसकीच्‍या भावनेतून आम्‍ही राज्‍यातीलच नव्हे तर देशातील निराधार, बेरोजगारांना अन्‍न व औषधोपचार सुविधा देण्‍यासाठी प्रयत्‍नशील आहोत. पुणे जिल्हयाची गरज ओळखून ग्रामीण भागातील रुग्णांसाठी समर्पित कोविड केअर हॉस्पिटल बनविण्याची तयारी दर्शविली. शासनाने त्‍यास सकारात्मक प्रतिसाद दिल्‍याबद्दल त्यांनी आभार मानले. कोरोनामुळे आरोग्य आणि आर्थिक समस्‍या निर्माण झाल्या असल्‍या तरी आपण सर्व यावर मात करण्यात यशस्वी होवू, असा विश्वास त्यांनी व्यक्त केला.
जिल्हा परिषदेच्या अध्यक्षा निर्मला पानसरे यांनी प्रास्‍ताविक केले. त्‍या म्हणाल्या, कोरोनाच्या संकटकाळात पुणे जिल्हा परिषद कार्यक्षमतेने काम करीत आहे. संपूर्ण देशामध्ये अशा प्रकारचे सुसज्ज समर्पित कोविड आरोग्य केंद्र पीपीपी मॉडेल मधून सुरु करण्याचा देशात पहिला मान पुणे जिल्हा परिषदेने मिळवला आहे. पुणे जिल्हा परिषदेने ग्रामीण भागात 27 ठिकाणी तपासणी केंद्रे व 60 ठिकाणी उपचार सुविधा उभ्या केल्या आहेत. कोरोना संक्रमण रोखण्यात जिल्हा परिषद प्रशासन नक्कीच यशस्वी होईल, असा विश्वास त्यांनी व्यक्त केला.
विभागीय आयुक्त डॉ. दीपक म्हैसेकर म्हणाले, कोविड आरोग्य केंद्राच्या उभारणीकरीता दीड महिन्यापूर्वी पाहणी केली होती. कोविड 19 विषाणूचे संकट लक्षात घेता दीड महिन्यात पुणे जिल्हा परिषद, जिल्हा आरोग्य सोसायटी, राष्ट्रीय आरोग्य अभियान व विप्रो कंपनी यांच्या संयुक्त विद्यमाने 450 रुग्ण क्षमता असलेले रुग्णालय उभारण्यात आले असून आज रुग्णांच्या सेवेसाठी दाखल होत आहे.
विप्रोचे उपाध्यक्ष हरिप्रसाद हेगडे यांनी संगणकीय सादरीकरण करुन रुग्‍णालयाची माहिती दिली.
कोरोनाबाधित रुग्णावर विप्रो कंपनी लिमिटेड आणि महाराष्ट्र शासन यांचा सामंजस्य करार एक वर्षाकरिता केलेला आहे. या हॉस्पिटलमध्ये सौम्य व मध्यम स्वरूपाच्या पेशंटवर उपचार केले जातील. करारानंतर हे हॉस्पिटल जिल्हा आरोग्य सोसायटीमार्फत चालवण्यात येणार आहे. या हॉस्पिटलमध्ये लागणारे मनुष्यबळ व साधन सामुग्रीची तरतूद राष्ट्रीय आरोग्य अभियानामार्फत करण्यात येणार आहे.
विप्रो कंपनी लिमिटेड यांच्यामार्फत देण्यात येणाऱ्या सुविधा
• हॉस्पिटलसाठी लागण्यात येणारी इमारत
• एकुण खाटांची क्षमता – ५०४
• अतिदक्षता विभागामध्ये १० बेड आणि ५ व्हेन्टीलेटरची सोय
• डीफेलटर मशीन – ०५
• ई.सी.जी. मशीन ०१
• ए.बी.जी. मशीन – ०१
• विप्रो कंपनी लिमिटेड मार्फत रुग्णाच्या मनोरंजनासाठी प्रत्येक वार्ड मध्ये एक टीव्ही, कॅरम बोर्ड, बुद्धिबळ, मासिके व वर्तमानपत्रांची व्यवस्था करण्यात येणार आहे.
• रुग्णवाहिका- २
• विप्रो कंपनी लिमिटेड मार्फत सर्व रुग्णांना आहार सेवा पुरवण्यात येणार आहे.
• हॉस्पिटलला लागणारे बेड शिट्स ब्लँकेट्स, गाद्या व पेशंटचे कपडे या कंपनीकडून पुरविले जातील.
जिल्हा आरोग्य सोसायटी यांच्यामार्फत देण्यात येणाऱ्या सुविधा-
• रुग्णालयाचे व्यवस्थापन वैद्यकीय अधीक्षक हे पाहतील.
• हॉस्पिटलमध्ये लागणारे मनुष्यबळ व साधनसामग्रीची तरतूद एनएचएम मार्फत करण्यात येणार आहे.
• हॉस्पिटलला लागणारे डॉक्टर्स, आरोग्य कर्मचारी, परिचारिका, सर्व प्रकारचे टेक्नीशियन हे मनुष्यबळ जिल्हा आरोग्य सोसायटीमार्फत पुरविले जातील.
• रुग्णांच्या आवश्यक रक्ताच्या चाचण्या केल्या जातील. कोरोना तपासणीचे स्वॅब (थुंकी नमुना) घेण्याची सुविधा उपलब्ध आहे व ते तपासणीसाठी एनआयव्ही, पुणे येथे पाठवले जातील.
• जंतू संसर्ग प्रतिबंधात्मक उपाय योजना या योजनेसाठी लागणारी साधन सामग्री जिल्हा आरोग्य सोसायटीमार्फत देण्यात येणार आहे.
• बायोमेडीकल वेस्ट व्यवस्थापन लाईफ सीक्यूअर या संस्थेच्या मार्फत करण्यात येणार आहे.
• वस्त्र धुलाई, स्वच्छता सेवा या प्रकारच्या अवैद्यकीय सुविधा या कंत्राटी स्वरुपात असलेल्या सेवा बाह्य स्रोतांमार्फत उपलब्ध करून देण्यात येणार आहे.
